Tamar Koberidze holds a Ph.D. in Social Sciences from the Georgian Institute of Public Affairs (GIPA).  Tamar has over 20 years of a consulting and practical experience in development cooperation, focusing on the South Caucasus, through both international and Georgian non-governmental and governmental sectors, including USAID. She has extensive experience in carrying out strategic analyses for international donors operating in Georgia, in the preparation of support to organizations and the implementation of projects, programs and strategies as well as in mentorship and providing assistance to Georgian civil society organizations and small and medium-size enterprises to further develop their capacities. Her expertise further includes grant-making, data collection and analyses, M&E, economic empowerment, gender mainstreaming, altering funding sources, economic empowerment, communications and networking, organizational development,  etc. 

Tamar has worked directly with more than 100 civil society organizations of different portfolios engaged in development at the local/community and the national levels. In 2013-2015, more than 100 CSOs were evaluated under her supervision and received tailored capacity developments assistance. Further, a regional network of about 50 CSOs was created and more than 100 of them learned how to implement advocacy campaigns and also alternate funding sources through various tools, including new media. Also under her supervision, a Memorandum of Cooperation was signed between the Georgian Parliament and Georgian CSOs and approximately ten CSO-private partnerships were created.  Since 2009, Tamar is an Invited Professor at GIPA where she teaches undergraduate and graduate courses on civil society and its role in democratic development, non-profit management and political lobbying and advocacy. She organizes and has participated in a number of country-wide and/or sectoral/organizational surveys and assessments and is also the author of academic articles and case studies.
